I am pretty sure you need to pay to play music at a restaurant, but that is the entire song. I was curious if just a short, edited clip of a movie or cartoon is legal to play?
Yes you have to pay for music and it is amazing how many people they seem to have out there monitoring this. I have seen several plaplay cartoon moviesces from bars to furniture stores suddenly get a letter saying they owed thousands.

Video is the same even down to the level to where there is a different charge from say a cable provider based up occupancy for regular TV. If you are playing video clips that will attract attention and you will not only play cartoon movieshave to pay for that but then you will get hit for the music as well.

Its best for a business to pay the recording industry (which includes movies) and be free of fines and liabilities for everything. As long as you are paying something they leave you alone. Some of this can be written off as an expense.
